Scottish Government to Introduce New Bill Regulating Non-Surgical Cosmetic Procedures

 

As part of its Year Five Legislative Programme, the Scottish Government has announced plans to introduce a Non-surgical Cosmetic Procedures Bill during the current session of the Scottish Parliament. The announcement was included in the Programme for Government 2025-26: Building The Best Future For Scotland, published on 6 May 2025.

The Bill will introduce new regulations for the delivery of non-surgical procedures carried out for cosmetic or lifestyle purposes. Its primary focus is to enhance public safety by ensuring that these services are provided in appropriately registered premises and by providers who meet enforced standards.

The Bill will also include provisions to support the enforcement of standards for service providers, aiming to reduce the risk of harm and ensure consistent quality of care. It will be introduced into the Scottish Parliament before May 2026.

The move reflects the Scottish Government’s commitment to safeguarding individuals who choose to undergo such procedures, particularly in a rapidly expanding and largely unregulated sector. By introducing a formal legal framework, the Bill is expected to provide greater protection for the public and help promote professionalism and accountability within the industry.

More details on the scope and implementation of the legislation are expected to be published as the Bill progresses through Parliament.
